L. Preston Bryant, Jr., is senior vice president at McGuireWoods Consulting, LLC, where he advises clients on infrastructure, energy, environmental, and economic development projects as well as structuring public-private partnerships. Preston served as Virginia secretary of natural resources in the cabinet of Governor Timothy M. Kaine from 2006 to 2010. In this position, he also helped write Virginia’s first-ever statewide energy plan, and he chaired the Governor’s Commission on Climate Change. Prior to joining the governor’s cabinet, Preston was an elected member of the Virginia House of Delegates from 1996 to 2006. He served on Lynchburg City Council in 1994-1995. From 2009 to 2019, Preston served as President Obama’s appointed chairman of the National Capital Planning Commission, which is the central planning agency for all federal lands and buildings in Washington, DC, and its Maryland and Virginia environs. Preston is a graduate of Randolph-Macon College, the University of Richmond, and the University of London.
